Baliou Helen holds a B.A. in English, Greek, and Italian Language and Literature, from the University of Athens, an M.Ed. in Language Education, from Rutgers University, USA, and a Ph.D. in Education, from the University of Athens. She has teaching experience in tertiary education as a Senior Lecturer of Business English at the Athens University of Economy and Business, at the National and Kapodistrian University of Athens, at the Technological Institute of Piraeus, and at the National Center of Public Administration and the in-service training department of the Hellenic Parliament. She also has work experience as a school advisor and teacher trainer of English teachers in public schools. Helen has published English textbooks and written curricula of English as a foreign language for the Greek Ministry of Education. She has published articles in Greek and international scientific journals and has represented Greece in language policy and teaching meetings of the Council of Europe.
Η Μπάλιου Ελένη είναι πτυχιούχος Αγγλικής, Ελληνικής και Ιταλικής Γλώσσας και Φιλολογίας του ΕΚΠΑ, κάτοχος μεταπτυχιακού τίτλου στη Γλωσσική Εκπαίδευση του Πανεπιστημίου Rutgers των ΗΠΑ και διδακτορικού στα Παιδαγωγικά του ΕΚΠΑ. Δίδαξε αγγλική γλώσσα στην τριτοβάθμια εκπαίδευση (ΕΚΠΑ, ΑΣΟΕΕ, ΤΕΙ Πειραιά), στο ΕΚΔΔΑ και στο Τμήμα Επιμόρφωσης της Βουλής των Ελλήνων. Εργάστηκε ως σχολική σύμβουλος–επιμορφώτρια αγγλικής φιλολογίας και είναι συγγραφέας διδακτικών βιβλίων και αναλυτικών προγραμμάτων αγγλικής γλώσσας για τη δημόσια εκπαίδευση. Έχει δημοσιεύσει άρθρα σε ελληνικά και διεθνή επιστημονικά περιοδικά και έχει εκπροσωπήσει την Ελλάδα σε συναντήσεις του Συμβουλίου της Ευρώπης για θέματα γλωσσικής πολιτικής και διδακτικής των γλωσσών.
